| Purpose of Fee | Finance affordable housing within the City. |
| Description of Fee | The City collects this fee, then forwards the funds to Sacramento Housing and Redevelopment Agency (SHRA), which applies the money to actual construction of affordable housing. Developers have the option of paying the full fee, or paying a partial fee plus constructing a calculated number of affordable housing units. Charged on all new non-residential construction, tenant improvement, interior remodel and additions. Projects for a Change of Use, where the change of use is to a more intensive use, will be required to pay only if HTF fees were collected on the shell or if the change of use requires entitlement from the Planning Division. Exception: The fee does not apply to housing projects or if affordable housing is provided as a Zoning Ordinance Requirement. Additional exemptions are listed in the tables associated with this fee. There are certain exceptions to the fee. Exempt uses in North Natomas include Residential, Public, Civic, Park, Open Space, Drainage Facilities, Religious Facilities, Child Care,School, Residential Care Facilities.
Exempt uses in the remainder of the city include Mortuary/Crematorium, Parking Lot, Garage, RV Storage, Christmas tree lot, Bed and Breakfast, Mini-storage, Alcohol beverage sales for off-site consumption, Reverse Vending Machine, Mobile Recycling Units, Small Recyclable Collection Facility.
